I’m looking for cheep land or a lot in san diego. A forclosure, even an upand comming neiborhood. Any ideas on the city laws about building green homes made from reclaimed materials?

Each city has it own building codes. Contact the specific planning department you are considering building in.
Land in the East County would be your best bet for reasonable priced land. It is generally cheaper now to buy existing homes as many are selling below replacement cost.
